1. The norms and regulations establishing requirements for ensuring the proper quality of construction, construction facilities and construction products are regulated by this Code, the Civil Code of the Republic of Kazakhstan and other regulatory legal acts of the Republic of Kazakhstan and apply to all types of three-dimensional, planar and linear structures (structures, buildings and their complexes, communications), including related technological and engineering equipment, as well as for all types of work (services) related to their design, construction, manufacture (production) of building materials, products and structures.

2. Safety and quality in construction are ensured:

1) compliance with safety requirements established by technical regulations and standardization documents for construction products;

2) licensing of subjects of architectural, urban planning and construction activities and certification of specialists in the field of architecture, urban planning and construction;

3) examination of the justifications for investments in construction and design estimates;

4) state architectural and construction control and supervision, technical supervision and copyright support;

5) documents on standardization of products, including construction products used in design and construction;

6) accreditation of testing laboratories (centers), certification of products, including construction products used in construction, as well as technical assessment of new products, production methods, and tooling in construction;

7) metrological activities in design and construction;

8) organization of commissioning and acceptance of construction facilities;

9) improvement of engineering and construction technology;

10) certification of construction facilities;

11) inspection and monitoring of the condition of operated construction sites or preserved and other unfinished construction sites in order to ensure regulatory characteristics.

3. Throughout the entire period of construction (conservation) and the life of construction facilities, it is mandatory for owners (customers, owners), tenants (tenants), and the contractor (general contractor) to ensure the following basic characteristics of their quality:

1) safety during construction and operation, including maintenance and maintenance;

2) compliance with labor protection requirements;

3) stability and reliability of operation;

4) compliance with environmental requirements.

Ensuring the basic quality characteristics is the responsibility of all entities involved in engineering surveys, design, manufacture (production) and supply of building materials, products, equipment and structures, construction and conservation of unfinished construction sites, commissioning, maintenance and operation of construction sites, as well as their postutilization.

4. The entities ensuring the quality of construction and construction products in accordance with their functions are persons carrying out architectural and construction control and supervision, expert organizations, standardization and certification bodies for construction products, customers, surveyors, designers, technical supervision, manufacturers (manufacturers) and suppliers of products used in construction, including construction products, manufacturers of works, owners (users, employers, tenants) of a construction object or construction products.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
