1. Seismic risk is the probability of socio-economic damage from possible earthquakes in accordance with the estimated seismic hazard of the territory and the vulnerability of construction sites.

2. Seismic risk assessment is carried out by developing a scientific forecast of human casualties, material and other losses that may occur as a result of an earthquake.

3. Seismic risk maps are compiled based on:

1) assessment of seismic vulnerability of territories and potential of possible damage;

2) comprehensive analysis of the sustainability of construction facilities;

3) forecasting of human losses and economic losses in case of an earthquake;

4) other data in accordance with the procedure determined by the authorized body in the field of civil protection.

4. Seismic risk assessment in the territory of the Republic of Kazakhstan is carried out by specialized scientific research organizations to obtain data on a possible assessment of the likely socio-economic damage caused by an earthquake.

5. Earthquake mitigation programs are developed based on a seismic risk map.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
