1. In order to create conditions for progressive changes in the structure of production and consumption of goods in the Republic of Kazakhstan and to maintain a rational ratio of goods of Kazakh origin and foreign goods, the authorized body:

1) sets tariff quotas for the import or export of certain types of goods;

2) determines the method, order of distribution, volume and duration of their validity.

The authorized body and other state bodies distribute tariff quotas among participants in foreign trade activities within their competence in accordance with the procedure for the distribution of tariff quotas.

2. The intra-quota and non-quota rates of customs duties on goods subject to import or export of which tariff quotas are applied are established by the authorized body in accordance with international treaties ratified by the Republic of Kazakhstan.

3. The import or export of goods to the territory of the Republic of Kazakhstan within the framework of tariff quotas is carried out on the basis of export and (or) import licenses issued by the authorized body.

The procedure and conditions for issuing export and/or import licenses are established in accordance with international treaties ratified by the Republic of Kazakhstan and acts of the Eurasian Economic Commission.

The Law of the Republic of Kazakhstan dated April 12, 2004 No. 544.

This Law regulates public relations in the sphere of trade activity, establishes the principles and organizational bases of its state regulation.
