Article 16. Competence of the Center for the Development of Human Resources of the Social Code of the Republic of Kazakhstan
The Center for the Development of Human Resources carries out:
1) provision of services to an authorized state body for:
assessment of the state of the labor market, forecasting the supply and demand of labor;
monitoring the implementation of measures to promote employment, evaluating and developing proposals for their improvement;
organizing the collection of departmental and administrative statistical reports on social protection, employment, and labor migration of citizens;
purchase of training courses for vocational training of the unemployed through the Electronic Labor Exchange;
methodological support of structural divisions of local executive bodies responsible for coordinating social protection and employment issues, as well as labor mobility centers (career centers) for employment and targeted social assistance;
informational, consulting, methodological support on issues of social protection of persons with disabilities and analysis of prices for technical equipment and rehabilitation services declared by suppliers on the social services portal;
information, consulting, methodological support on the issues of the National Qualifications System;
examination of professional standards;
development of mechanisms for providing proactive and electronic public services to participants in the pension system, compulsory social insurance and social security systems, active measures to promote employment and recipients of social assistance provided by local executive bodies, recipients of special professional state benefits, insurance payments under the pre-retirement annuity insurance contract, professional payments at the expense of the employer;
formation, maintenance and development of a personalized database of participants in the accumulative pension system, the compulsory social insurance system, the compulsory social health insurance system, payers of a single aggregate payment and a single payment;
2) professional development of specialists of local executive bodies and labor mobility centers (career centers);
3) support, system maintenance and project management for the development of the unified digital employment platform "Electronic Labor Exchange";
4) support, management of development projects, ensuring information security and access control of social and labor informatization facilities, organization of uninterrupted operation and system maintenance of software and hardware and telecommunications networks, integration with other information facilities, as well as analysis and processing of social and labor data;
5) registration and de-registration as unemployed family members of military personnel, employees of special state and law enforcement agencies, civil protection agencies, as well as persons dependent on them who are not engaged in labor activities, in accordance with the procedure and cases determined by the authorized state body;
6) provision of information and consulting services in the social and labor sphere to individuals and legal entities, taking into account the requirements of the legislation of the Republic of Kazakhstan in the field of personal data protection;
7) other powers provided for by this Code and the laws of the Republic of Kazakhstan.
