Article 22. The applicant Administrative Procedural Code of the Republic of Kazakhstan

     1. An appeal to an administrative body or an official may be submitted by one or more persons (a collective appeal).

     If an administrative procedure is initiated by filing an application, then interested persons have the right to enter into an administrative procedure that has already begun. In this case, it is not necessary to initiate a separate administrative procedure at the request of each of these persons.

     2. The applicant has the right to:

     1) receive an explanation from an administrative body or official about his rights and obligations in matters related to the implementation of an administrative procedure;

     2) be heard before making a decision on an administrative procedure, except for the cases provided for by this Code.;

     3) to get acquainted with the administrative case, make extracts and make copies both during and after consideration of the administrative case;

     4) submit petitions;

     5) to file a complaint against an administrative act, administrative action (inaction);

     6) to submit a second appeal on an issue that has already been considered by an administrative body or official in accordance with the procedure established by this Code.;

     7) present evidence and participate in their investigation during the appeal, including explanations, physical evidence and other documents.;

     8) terminate the administrative procedure if the procedure was initiated at his request;

     9) to take part in the administrative procedure in his native language or the language he speaks, to use the services of an interpreter;

     10) to file challenges in the cases provided for by this Code.;

     11) have a representative;

     12) to demand payment of compensation in cases stipulated by this Code.;

     13) enjoy other rights established by this Code and other laws of the Republic of Kazakhstan.

     3. Foreigners, stateless persons and foreign legal entities have rights and duties on an equal basis with citizens and legal entities of the Republic of Kazakhstan, unless otherwise provided by the Constitution, laws of the Republic of Kazakhstan and international treaties.
