Article 23. Educational programs of additional education The Law on Education
1. Educational programs of additional education are aimed at meeting the comprehensive needs of students, pupils and specialists with a focus on learning outcomes and compliance with the national qualifications framework and industry qualifications framework.
Educational programs of additional education at the Academy of Justice, military, and special educational institutions that implement educational programs of higher and postgraduate education are aimed at meeting the comprehensive needs of students and specialists with a focus on learning outcomes and (or) compliance with professional competencies, qualification characteristics, and qualification requirements, respectively, in courts, law enforcement agencies, the Ministry of Defense, and national security agencies. security of the Republic of Kazakhstan.
2. Educational programs of additional education, depending on the content and orientation, are divided into:
1) additional education programs for students and pupils;
2) professional development programs aimed at developing professional competencies adequate to modern requirements;
2-1) professional retraining programs aimed at obtaining qualifications, taking into account the needs of the labor market;
3) postdoctoral programs aimed at deepening scientific knowledge, solving scientific and applied problems on a specialized topic under the guidance of a leading scientist.
3. Educational programs of additional education for children implemented by state educational organizations are approved by the bodies performing the functions of a government body in relation to these organizations, with the exception of educational programs of children's music schools, children's art schools and children's art schools, which are approved by the authorized body in the field of education, as well as educational programs of additional education for pre-conscription training., which are approved by the Ministry of Defense of the Republic of Kazakhstan in coordination with the authorized body in the field of education.

This Law regulates public relations in the field of education, defines the basic principles of state policy in this field and is aimed at ensuring the constitutional right of citizens of the Republic of Kazakhstan, as well as foreigners and stateless persons permanently residing in the Republic of Kazakhstan, to education.
