Article 25. Automation of government functions and provision of public services resulting from them The Law on Informatization -Excluded by the Law of the Republic of Kazakhstan January 9, 2026 No. 256-VIII SAM

1. Automation of the activities of a government agency, including government functions and the provision of public services resulting from them, is carried out through the creation and development of e-government informatization facilities or through the acquisition of e-government informatization facilities or information and communication services in accordance with the e-government architecture and taking into account the reengineering carried out.

Government agencies provide a public discussion of the planned automation of activities in order to attract potential suppliers, clarify the technical, economic, operational and other characteristics of the electronic government informatization facility.

2. According to the degree of automation, state functions are divided into:

1) Fully automated;

2) partially automated.

The function of a government agency is fully automated, in which all the operations of the processes that make up it are performed in the objects of informatization of the "electronic government".

A partially automated function is a government agency in which part of the operations of the processes that make up it is performed in the objects of informatization of the "electronic government".

The Law of the Republic of Kazakhstan dated November 24, 2015 No. 418-V SAM.

This Law regulates public relations in the field of informatization that arise in the territory of the Republic of Kazakhstan between government agencies, individuals and legal entities during the creation, development and operation of informatization facilities, as well as with state support for the development of the information and communication technology industry.
