Article 27. Declaration of General Product Safety of the Law on Technical Regulation

     1. A declaration of general product safety is issued for products not included in the Unified List, as well as products included in the Unified List, but for which technical regulations have not been adopted or put into effect.

2. The declaration of general product safety is accepted on a voluntary basis by the manufacturer, the person authorized by the manufacturer, the importer, the seller and is entered into the digital system of technical regulation on the basis of the notification received from the person who accepted the declaration.

     3. The application of national standards on a voluntary basis, which apply to products in circulation, is a sufficient condition for ensuring the overall safety of products.

     4. The declaration of general product safety is adopted on the basis of evidence obtained as a result of the application of national standards and (or) other standardization documents and (or) the use of technical documentation and (or) the results of research (tests) and measurements.

     This Law establishes the fundamental principles of technical regulation that arise when establishing and fulfilling requirements for products, related processes, and the provision of services, and also defines the legal basis for the functioning of the state system of technical regulation.
