Article 304. Validation and verification of the Environmental Code of the Republic of Kazakhstan
1. Validation is a systematic, independent and documented process for assessing compliance with the requirements established by international standards and the legislation of the Republic of Kazakhstan, and confirming a monitoring plan, as well as documentation, as part of the development of projects to reduce emissions or increase uptake of greenhouse gases.
2. Verification is a systematic, independent and documented process for assessing compliance with the requirements established by international standards and the legislation of the Republic of Kazakhstan, and confirming the accuracy of information provided in the greenhouse gas inventory report and in the report on the implementation of projects to reduce emissions or increase greenhouse gas uptake.
3. The accreditation of validation and verification bodies is carried out in accordance with the legislation of the Republic of Kazakhstan on accreditation in the field of conformity assessment.
4. The Validation and Verification Authority is responsible for the validity of the validation and verification.
5. Validation and verification are carried out at the expense of the installation operator.
6. The validation and verification body cannot validate or verify the greenhouse gas emissions inventory report or monitoring plan developed with its participation.
7. Validation and verification of the same project to reduce emissions or increase greenhouse gas uptake cannot be carried out by the same validation and verification body.
8. Validation and verification shall be carried out in accordance with the rules of validation and verification approved by the authorized body in the field of environmental protection and national standards approved by the authorized body in the field of standardization, unless otherwise provided by international treaties ratified by the Republic of Kazakhstan.
