Article 31. Chief architects of regions, cities of republican significance and the capital, districts and cities of regional significance of the Building Code of the Republic of Kazakhstan
1. Chief architects of regions, cities of republican significance and the capital, districts and cities of regional significance carry out their activities in accordance with the norms of this Code, the requirements of state regulatory documents, regulatory legal acts in the field of sanitary and epidemiological welfare of the population, fire and other mandatory requirements.
2. The chief architects of the regions, cities of republican significance and the capital, districts and cities of regional significance are charged with:
1) creating conditions for the sustainable development of territories, ensuring timely development and adjustment of urban planning documentation for approval in accordance with the established procedure;
2) creation of conditions for the planning of territories to ensure the rights and legitimate interests of individuals and legal entities, society, right holders of land and real estate;
3) creating conditions for attracting investments in the implementation of approved urban planning documentation for the most rational and efficient use of territories;
4) conducting continuous and regular monitoring of the development of territories, including through exit and visual inspection, as well as analyzing and evaluating information from digital systems and digital resources;
5) formation and maintenance of the list of objects of unfinished construction;
6) timely transmission of information about unauthorized or illegally erected (erected) construction sites identified during monitoring, as well as about changes in the architectural appearance of the locality (component parts of the locality), reconstruction (redevelopment, re-equipment, repurposing) of buildings, individual premises and (or) parts of the building, as well as violations and deviations from the issued and (or) agreed source materials to the state bodies carrying out the state architectural and construction control and supervision for taking measures;
7) timely informing the population about the state of the habitat and vital activity, its proposed changes, planned architectural, urban planning and construction activities, as well as ensuring the participation of individuals and legal entities in the consideration of urban planning changes and urban planning documentation before their approval;
8) making updates and changes to the duty topographic plan on an ongoing basis;
9) initiating lawsuits in court for the demolition of unauthorized or illegally erected (erected) construction sites, as well as for bringing the architectural appearance of the settlement (component parts of the settlement) in accordance with the approved requirements, the preservation of historical and cultural heritage and (or) landscapes.
3. The chief architects of the regions performing functions in the field of architecture and urban planning are responsible for the overall coordination of the activities of subordinate (cities of regional significance and (or) district) architecture and urban planning bodies.

Real The Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic Kazakhstan, the formation of a full-fledged human habitat and vital activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
