1. The Architectural and Urban Planning Council is a permanent consultative and advisory body established under the akimats of regions, cities of republican significance and the capital to coordinate actions to implement a unified urban planning policy, improve the quality of human habitat and vital activity, ensure sustainable development and the formation of a modern architectural appearance of settlements.

2. The architectural and urban planning council includes representatives of the local executive body, architects and specialists from research organizations, representatives of design, public and other organizations, including those representing the interests of persons with disabilities.

The composition of the architectural and urban planning council is formed by the local representative body of the region, the city of republican significance and the capital.

The working body of the Architectural and Urban Planning Council is the local executive body for architecture and urban planning.

3. Architectural and urban planning councils carry out their activities in accordance with the model regulations on the architectural and urban planning council, approved by the authorized body for architecture, urban Planning and Construction.

4. Representatives of the Architectural and Urban Planning Council are members of the Council for agglomerations.

5. Members of architectural and urban planning councils are not entitled to participate in voting when considering issues on construction projects in which they:

1) were the customers, executors of the project and pre-project documentation;

2) are entities that carry out construction and installation work or provide engineering services;

3) are affiliated with the persons specified in subitems 1) and 2) of this paragraph.

Real The Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic Kazakhstan, the formation of a full-fledged human habitat and vital activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
