Article 41. Types of state regulatory documents of the Building Code of the Republic of Kazakhstan
1. State regulatory documents cover the following aspects:
1) organizational and methodological support of construction;
2) the main provisions of the reliability of construction facilities, internal climate and protection from adverse factors;
3) urban planning, construction sites;
4) engineering support of construction sites and their complexes or parts, as well as their external networks;
5) Building structures and foundations;
6) building materials and products;
7) mobile construction facilities, construction equipment and inventory;
8) pricing in construction and estimates;
9) the state urban planning cadastre;
10) architectural and construction control and supervision, conformity assessment.
2. State regulatory documents include:
1) regulatory legal acts of the Republic of Kazakhstan, establishing mandatory requirements for the organization of activities and regulating the relationship of subjects of architectural, urban planning and construction activities:
requirements, rules, procedures, and other regulatory legal acts;
technical regulations;
guiding documents in construction;
regulatory documents on the maintenance of the state urban planning cadastre;
urban planning regulations;
2) regulatory technical documents establishing mandatory safety requirements for certain types of construction facilities and (or) their life cycle processes in accordance with the requirements of technical regulations:
building codes, including building codes and regulations (for the period of concurrent validity with the validity period determined by the authorized body for architecture, Urban Planning and Construction);
technical codified standards that establish requirements for objects of technical regulation in architectural, urban planning and construction activities;
regulatory documents on pricing in construction;
typical technological maps;
3) regulatory technical documents for the voluntary choice of application:
codes of practice;
standards of technological design;
regulatory and technical manuals;
documents on standardization in architectural, urban planning and construction activities, industry;
manuals and methodological recommendations.
At the same time, regulatory technical documents of a voluntary choice of application should take into account the requirements of technical regulations and building codes or on separate independent issues not regulated by mandatory standards.
When choosing regulatory technical documents for the voluntary choice of application, its requirements are mandatory, including when providing access for low-mobility groups of the population.
3. State regulatory documents also include interstate regulatory documents that have been put into effect in the territory of the Republic of Kazakhstan.:
1) interstate standards (interstate regulatory documents);
2) interstate codes of rules on design and construction;
3) Interstate standards.
4. International, regional and foreign standards are applied in the design and construction of construction facilities in accordance with the legislation of the Republic of Kazakhstan in the field of standardization.
5. State regulatory documents are developed and approved by the authorized body for architecture, urban planning and construction, with the exception of the cases specified in paragraph 6 of this Article.
The authorized body for Architecture, Urban Planning and Construction organizes the development of state regulatory documents.
6. The Authorized Body for Architecture, Urban Planning and Construction reviews draft standardization documents within its competence, as well as prepares proposals for the development, amendment, revision and cancellation of national, interstate standards, national classifiers of technical and economic information and recommendations on standardization for submission to the authorized body in the field of standardization.

Real The Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic Kazakhstan, the formation of a full-fledged human habitat and vital activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
