Article 59. Project management in the field of architecture, urban planning and construction of the Building Code of the Republic of Kazakhstan
1. To organize project management, the customer (investor) has the right to involve an accredited legal entity providing engineering services for project management.
An accredited legal entity providing engineering services for project management may be engaged by the customer (investor) at any stage of the construction project creation stage.
2. The procedure for providing engineering services for project management and the qualification requirements for accredited legal entities are approved by the authorized body for architecture, Urban Planning and Construction.
3. Calculations of costs for the provision of engineering services for the management of projects financed by public investments are carried out in accordance with the procedure established by state regulatory documents.
Government regulations are advisory in nature when calculating the costs of providing engineering services for managing projects funded by other types of investments.
4. An accredited legal entity providing engineering services for project management conducts technical supervision independently or with the involvement of an accredited legal entity providing engineering services for technical supervision.
5. When providing engineering services for project management, it is necessary:
1) provide engineering services stipulated in the contract with the customer (investor), necessary for the successful implementation of projects and the execution of contracts;
2) to ensure timely and correct registration of technical specifications and executive geodetic surveys;
3) be the organizer of contract tenders, develop technical specifications, determine the qualifications of participants and evaluate their proposals;
4) ensure the conclusion of contracts with contractors for design and construction with suppliers of equipment and building materials, products and structures;
5) inform the customer (investor) about the problems that have arisen or may arise in relation to the implementation of the contract;
6) to ensure the planning and control of the design, construction and commissioning of construction facilities in accordance with the concluded contracts;
7) submit, on a monthly basis, a report on project risks, completion plans, and construction progress to the customer and local executive bodies responsible for state architectural and construction control and supervision.;
8) with the participation of persons providing copyright support, make timely decisions on the need to make reasonable changes to the approved construction project in accordance with the procedure established by the legislation of the Republic of Kazakhstan.;
9) inform the customer in case of non-fulfillment or improper fulfillment by the contractor (general contractor) of obligations, as well as inform the relevant local executive body responsible for state architectural and construction control and supervision.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
