Article 60. Technical inspection of reliability and stability of buildings and structures of the Building Code of the Republic of Kazakhstan
1. During the construction of construction sites, including highways, their technical inspection of the reliability and stability of buildings and structures is carried out.
2. The technical inspection of the reliability and stability of buildings and structures is carried out by the customer with the involvement of accredited legal entities to carry out expert work on the technical inspection of the reliability and stability of buildings and structures at all levels of responsibility and individuals who have a specialist certificate for the right to carry out expert work on the technical inspection of the reliability and stability of buildings and structures, on the basis of a contract.
3. Administrators of budget programs (customers) may involve accredited legal entities to carry out technical inspections of the reliability and stability of buildings and structures financed by public investments in order to carry out expert work on technical inspections of the reliability and stability of buildings and structures at facilities of the first and second levels of responsibility.
4. When examining the reliability and stability of buildings and structures, the persons carrying out the technical inspection shall issue to the customer an opinion on the condition of buildings and structures with recommendations in accordance with the rules for carrying out a technical inspection of the reliability and stability of buildings and structures approved by the authorized body for architecture, urban Planning and Construction.
5. The technical inspection of the reliability and stability of buildings and structures should be carried out by legal entities accredited to carry out expert work on the technical inspection of the reliability and stability of buildings and structures at facilities of the first and second levels of responsibility and consisting of at least three specialists who have a certificate for the right to carry out expert work on the technical inspection of the reliability and stability of buildings and structures at the facilities of the first and second levels of responsibility, as well as one specialist (expert), a certified expert in the examination of design and estimate documentation specializing in the "structural part", a geodetic engineer who carries out activities at facilities of the first and second levels of responsibility.
Individuals who have a specialist's certificate for the right to carry out expert work on the technical inspection of the reliability and stability of buildings and structures individually carry out a technical inspection at construction sites of the third level of responsibility.
The persons specified in parts one and two of this paragraph are required to own or lease an administrative and production base, computers equipped with licensed software for performing verification calculations, measuring and control equipment, regulatory documentation and an accredited testing laboratory (center) (involved).
6. The accreditation of legal entities to carry out expert work on the technical inspection of the reliability and stability of buildings and structures at facilities of the first and second levels of responsibility is carried out by the authorized body for architecture, urban Planning and construction.
7. A technical inspection of the reliability and stability of buildings and structures at facilities of all levels of responsibility is carried out in the following cases::
1) detection of defects and damages in critical (load-bearing) elements and joints that pose a risk of destruction, inconsistencies in the quality indicators of the applied building materials, products, structures;
2) consequences of fires and emergencies;
3) issuing acts on the elimination of violations based on the results of state architectural and construction control and supervision;
4) adjustments to the construction project related to changes in the structural scheme of buildings and structures, production technology;
5) expiration of the standard operating life of a building or structure;
6) determining the economic feasibility of major repairs or reconstruction;
7) increasing the normalized natural and climatic impacts (snow, wind impacts);
8) due dates for technical inspection during the technical operation of construction facilities (regularly);
9) conservation or suspension of construction-in-progress facilities for a period of more than six months;
10) expansion, modernization, reconstruction, technical re-equipment, restoration, major repairs and changes in the purpose of the construction site.
8. The persons specified in the first and second parts of paragraph 5 of this Article, when carrying out a technical inspection of the reliability and stability of buildings and structures, have the right:
1) free access to a construction site under construction or under construction in order to carry out appropriate technical inspection work;
2) receive from the customer all the necessary documentation for the performance of technical inspection work;
3) perform all the work necessary for the technical inspection.
9. The persons specified in the first and second parts of paragraph 5 of this Article, when carrying out a technical inspection of the reliability and stability of buildings and structures, must:
1) to carry out a technical inspection in accordance with the requirements of state regulatory documents;
2) ensure high-quality performance of technical inspection work in accordance with the regulatory requirements of the types of survey performed;
3) when conducting a technical inspection, involve an accredited testing laboratory (center) (in the absence of its own accredited testing laboratory (center);
4) use means of testing, measurement and control, verified in accordance with the methodology of verification of measuring instruments;
5) perform verification calculations based on the actual condition of buildings and structures and their elements.
10. When conducting a technical inspection of the reliability and stability of buildings and structures, specialists who have a certificate for the right to carry out a technical inspection of the reliability and stability of buildings and structures should be instructed on the special safety regulations in force at this construction site.
11. A specialist who has a certificate for the right to carry out a technical inspection of the reliability and stability of buildings and structures is responsible for the quality of the surveys carried out, the correctness of the decisions made and the completeness of the recommendations developed. The recommendations issued by the persons specified in parts one and two of paragraph 5 of this article should ensure the reliability and stability of buildings and structures and their elements based on the results of a technical survey.
12. All conclusions listed in the conclusion on the condition of buildings and structures are mandatory for the customer.
13. The customer is responsible for the accuracy of the source materials and archival materials submitted to the persons specified in paragraphs one and two of paragraph 5 of this article for technical inspection.
