1. The organization (development, arrangement, building) of the territory of a region or district is carried out on the basis of a comprehensive urban planning scheme for territories.

Integrated schemes of urban planning of territories are developed in accordance with the general scheme and the corresponding interregional scheme of territorial development.

2. Integrated schemes of urban planning of the territory define the objectives of the state urban planning policy, taking into account the socio-economic, industrial, economic and climatic conditions in the territory of the region, its zoning, and also establish the main directions:

1) improvement of the settlement system;

2) development of human settlements, industrial, transport, engineering, social and recreational infrastructures;

3) protection of territories from the effects of dangerous (harmful) natural and anthropogenic, man-made phenomena and processes;

4) environmental improvement;

5) preservation of historical and cultural heritage and (or) protected landscape objects;

6) protection of water bodies from pollution, clogging, depletion.

Taking into account preferences, prohibitions, restrictions and other modes of use of territories, the functional zoning of territories and the intensity of their use are determined.

3. Comprehensive schemes of urban planning of territories should contain proposals for establishing the boundaries of administrative-territorial units, suburban areas, and reserve territories.

4. Complex schemes of urban planning of territories are developed by order of the local executive body in accordance with the rules for the development and coordination of complex schemes of urban planning of territories, approved by the authorized body for architecture, urban Planning and Construction.

5. The approval of integrated schemes of urban planning of territories is carried out in accordance with the procedure established by this Code and the laws of the Republic of Kazakhstan.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
