1. Urban development projects for individual parts of the territories of settlements (detailed planning projects) are developed on the basis of the general plan of the settlement, approved in accordance with the established procedure.

The development of individual parts of the territories of settlements is prohibited without a detailed planning project approved in accordance with the established procedure.

2. Detailed planning projects are developed in accordance with the elements of the planning structure established in the general plans of settlements, urban planning regulations, a single architectural appearance of the settlement and a design code.

The main components of the design code are a harmonious appearance and unity of elements of architectural style, color scheme, number of floors, finishing materials that create a visual sense of a certain integrity, compositional unity and completeness of construction sites.

3. The detailed planning project establishes:

1) the main directions of the planning organization of territories with zoning of territories;

2) red, yellow and building regulation lines, water protection zones and strips;

3) reservation of the territory for the placement of social facilities (hospitals, secondary schools, preschool organizations, parks, boulevards, squares and other public facilities), cultural and communal services for the population, organization of the road network and transport services, including the placement of electric charging stations, and tracing engineering communications;

4) transverse profiles of streets;

5) landscaping and landscaping of the territory;

6) urban planning restrictions;

7) the plan of engineering communications;

8) Road infrastructure development plan;

9) plans for the construction of communication facilities, communication lines and other engineering infrastructure facilities, as well as reservation of the territory for communication needs.

4. Adjustment (updating) of detailed planning projects is possible no more than once every two years.

The adjustment (updating) of detailed planning projects for the implementation of sealing buildings is prohibited in case of non-compliance with standards for density, height, provision of secondary schools and preschool organizations, primary health care facilities, as well as life support facilities.

The requirements specified in the first part of this paragraph do not apply to cases of natural or man-made emergencies that have necessitated changes in the territorial development of a locality. At the same time, the adjustment (updating) of the detailed planning project is made on the basis of a decision of the Government of the Republic of Kazakhstan in accordance with the legislation of the Republic of Kazakhstan.

5. When developing and approving a detailed planning project, maps of seismic microzoning, as well as maps of mudflow, landslide and avalanche hazards and risks are taken into account.

At the same time, the design of residential buildings, social and cultural facilities over three floors is not allowed in rural and landslide-prone areas.

In rural and landslide-prone areas of the territory of the city of Almaty, it is prohibited to build new construction projects related to the residential zone, the public (public-business) zone and the industrial (production) zone of the settlement, with the exception of the construction of engineering networks, roads and communications.

6. The composition and volume of the initial materials necessary for the development of detailed planning projects are established by state regulatory documents.

The initial materials of detailed planning projects must be entered into the state urban planning cadastre before conducting a comprehensive urban planning examination of urban planning projects in accordance with the rules for conducting a comprehensive urban planning examination of urban planning projects.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
