1. Planning is the initial stage of the life cycle of a digital object, which includes a set of works to justify the need for its creation, determine the goals, requirements, resources and conditions for the implementation of a digital object.

The planning of the digital facility of the digital government includes process reengineering, which consists of an analysis of current processes, digital expertise of regulatory legal acts, design of new processes and is carried out in accordance with the rules of digital transformation approved by the authorized body.

2. When planning, creating and developing digital objects of the "digital government", it is necessary to obtain an opinion from the authorized body and the authorized body in the field of cybersecurity on the developed regulatory and technical documentation, as well as on calculations of expenses for public procurement of goods, works and services in the field of digitalization in accordance with the rules for the implementation of the stages of the life cycle of a digital object of the "digital government".

3. The creation and development of digital facilities are carried out in accordance with regulatory and technical documentation (state investment project, terms of reference, specification of requirements for a software product, documentation of a public private partnership project) in accordance with the digital and budgetary legislation of the Republic of Kazakhstan.

4. The development of the digital facility of the "digital government" is carried out after its commissioning.

5. This article does not apply to digital objects of the national security agencies of the Republic of Kazakhstan.
