1. Carbon units obtained from the implementation of projects aimed at absorbing greenhouse gases in the territory of the state forest fund, at the expense of extra-budgetary funds, belong to individuals or legal entities that have financed the project in accordance with the rules for approving carbon offset and providing offset units approved by the authorized body in the field of environmental protection.

2. When implementing projects aimed at absorbing greenhouse gases in the territory of the state forest fund, the planted forest plantations on the land plots of the state forest fund are owned by the state at the expense of extra-budgetary funds.

3. The deadline for the implementation of projects aimed at absorbing greenhouse gases in the territory of the state forest fund at the expense of extra-budgetary funds is determined by the authorized body.

4. After the deadline for the implementation of projects aimed at absorbing greenhouse gases in the territory of the state forest fund, ownership of carbon units is transferred to the state at the expense of extra-budgetary funds.

5. The implementation of projects aimed at absorbing greenhouse gases in the territory of the state forest fund at the expense of extra-budgetary funds is carried out in accordance with the requirements of the environmental legislation of the Republic of Kazakhstan.
