Article 93. Digital transformation of the Digital Code of the Republic of Kazakhstan
1. Digital transformation is a process of systemic change based on the introduction of digital technologies, architectural and platform solutions, data analytics and artificial intelligence, in order to increase efficiency, transparency, proactive management and provision of services.
2. Digital transformation is aimed at:
1) improving the channels of interaction between subjects of the digital environment by reducing the number of processes;
2) decision-making based on data analytics;
3) maximum transfer of public services provided into proactive services;
4) ensuring the accessibility, resiliency and inclusiveness of digital objects while respecting rights in the digital environment and protecting personal data.
3. Government agencies, state-owned legal entities, and quasi-public sector entities are required to develop, approve, and implement digital transformation programs for their activities, including internal processes.
4. The digital transformation of government agencies, state-owned legal entities, and quasi-public sector entities includes the modernization of digital infrastructure facilities and the transition to platform solutions based on the architecture of "digital government" and is carried out in accordance with the rules of digital transformation of public administration.
5. The inter-sectoral coordination of the digital transformation of government agencies, state-owned legal entities, and quasi-public sector entities is carried out by an authorized body.

This Code regulates public relations related to the implementation of architectural, urban planning and construction activities in the Republic of Kazakhstan, the formation of a full-fledged habitat and human activity, planning and development of settlements, interuniverse territories, ensuring the safety of construction sites at all stages of their life cycle.
