I am addressing you not only as a leader who knows the problems of police officers in reality, but also as a principled person who cares deeply for every police officer, for whom honor, dignity, image and authority of an employee of the Ministry of Internal Affairs are not an empty word. I have dedicated my life to serving in the internal affairs bodies, and as a police officer, I am limited in defending my good name, since the honor of an officer is most important to me! Despite your huge workload, I ask you to read my complaint in full. My appeal is the hope for the triumph of legality and justice, faith in a normal, civilized future. At first glance, the legal solution to my question is obvious, unfortunately, in practice, legality does not always prevail. The reason for my appeal to you is the blatant injustice and lawlessness in the Police Department of Transport, where a gross violation of my constitutional rights has been committed. On May 18, 2021, by the decision of the attestation commission regarding me, A.E.S. - Head of the Department for the organization of operational accounting, Prevention and Monitoring of the drug Situation of the Department for Combating Drug Crime of the Police Department for Transport, (appointed on April 8, 2020 by Order No. 13 l/s), it was decided that the position was inappropriate and recommended to be demoted. At the same time, I passed the established standards for physical training, practical shooting, as well as computer testing for knowledge of the legislation of the Republic of Kazakhstan and logical thinking, for which excellent and good grades were obtained (physical training – excellent grade, fire training – good, Constitution testing: percentage of passing -90, Law on Law Enforcement -95, The Law on Internal Affairs -100, the Law on Combating Corruption-70, the Code of Ethics of the state. Employees-100, logical thinking-100). The immediate supervisor (Deputy Head of the Department of Internal Affairs for Transport, Lieutenant Colonel of Police Ye.F.E.) provided the personnel service with a positive service description in accordance with appendix 23-1 to the Instructions on the procedure for applying the Regulations on the service of ordinary and commanding officers of the internal Affairs bodies of the Republic of Kazakhstan, approved by Order of the Ministry of Internal Affairs of the Republic of Kazakhstan dated 01.01.2001 for No. 1. He had no disciplinary actions during his service.

Despite the good performance in terms of fire, physical fitness and test results, as well as the positive characterization, at the meeting of the attestation commission, I was negatively characterized by the deputy head of the Department, Police Colonel J.A.G. and the Deputy Head of the Department, Police Lieutenant Colonel E.F.E. They verbally said that I was brash and short-tempered, but at the same time they noted that they had no complaints about my work. Also, on this occasion, the head of the department, Major General of Police B.O.B., asked Ye.F.E. a question. "that you're giving a good characterization, but now you're saying something completely different?" Further, the head of the department, B.O.B., asked that since 2015, NC KTZ had been transporting precursors without a license, and why I had not detected this violation. I did not answer this question, as it does not relate to my official duties. Based on the above, I believe that the decision of the attestation commission on the inconsistency of my position and the recommendation for demotion in relation to me was made unreasonably and in a subjective opinion (Zh.A.G., E.F.E.), as well as because of the personal hostile relations of the immediate supervisor (E.F.E.) and the management of the department. At the same time, there were no operational meetings, officer meetings, or preventive conversations on the part of the Department's management, the Department of Internal Affairs, and the personnel service regarding my character and behavior. I ask you to objectively and comprehensively investigate this situation and recognize the decision of the attestation commission of the Department of Police for Transport as unfounded and untrue, and recognize the attestation as appropriate to the position I hold. Unfortunately, my requests for consideration of my arguments within the legal framework remain unheeded. I am cornered by arbitrariness and lawlessness. Inwardly, I am ready to defend my honor to the end, including by appealing to the Leader of the nation, the Head of State, and the UN Human Rights Committee.
