Declaration of the Heads of State of the Commonwealth of Independent States

Declaration of the Council of Heads of State of the Commonwealth of Independent States of May 14, 1993

Having comprehensively discussed the state of economic cooperation within the Commonwealth of Independent States, the heads of the Commonwealth member states declare their determination to follow the path of deep integration, create a common market for the free movement of goods, services, capital, and labor resources in the common economic space of these states, and gradually move towards an Economic Union. The main thing is to ensure the mutual interests of the member states of the Commonwealth, the fruitful development of free economic relations between enterprises, producers and consumers of products, and remove all obstacles to their direct interaction.      The heads of the CIS member states see the development of customs cooperation as the immediate task on the way to an Economic Union: the formation of a Customs Union, consistent exemption from customs tariffs, and the removal of any non-tariff restrictions. They also consider it necessary to pursue a coordinated, financial, monetary and exchange rate policy.      The heads of the Commonwealth member States are aware that moving towards these goals requires solving a number of complex political and socio-economic problems. They will consistently implement market-based forms of management, follow a coordinated strategy for implementing economic reforms and the pace of their implementation, and pursue an active social policy.      The Heads of the Commonwealth member States consider it necessary to focus the efforts of their government structures and bodies of the Commonwealth on the preparation of relevant documents in the near future and the implementation of practical steps to create an Economic Union of the member States of the Commonwealth of Independent States.

     Done in Moscow on May 14, 1993, in one original copy in the Russian language. The original copy is kept in the Archives of the Government of the Republic of Belarus, which will send a certified copy to the signatory States of this Declaration.
