Job description
Head of the Scientific Research Department (department, laboratory) of the Institute
This instruction is based on the Order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated December 30, 2020 No. 553. Registered with the Ministry of Justice of the Republic of Kazakhstan on December 31, 2020 No. 22003. On approval of the Qualification Directory of positions of managers, specialists and other employees in accordance with the requirements of the Code of the Republic of Kazakhstan dated November 23, 2015 No. 414-V SAM., and is applied as an appendix to the employment contract.
Job responsibilities:
organizes the performance of research work provided for the department in the thematic plan of the Institute, determines the prospects for their development in the relevant field of knowledge;
selects methods and means of conducting research and development, ways to solve the scientific and technical tasks assigned to the department;
Develops drafts of long-term and annual work plans of the department and submits them to the institute's management.;
manages the development of technical specifications, methodological and work programs, feasibility studies, forecasts and proposals for the development of the relevant type of economic activity, other planning documents and methodological materials.;
determines the co-executors of the planned research work;
participates in the development of projects of various concepts, programs, laws, system-scientific foundations of socio-economic reform, comprehensive regional development programs, regulatory framework for the development of scientific, technical and innovative activities, intellectual property market and related infrastructure within the framework of his research areas.;
undertakes initiatives to find domestic and foreign partners to conduct joint research, attract additional funding, and develop project proposals for participation in competitions and tenders for projects.;
conducts marketing research on the market of scientific and technical achievements and ideas in its fields;
It takes measures to sell its ideas and achievements to interested consumers, studying and timely resolving issues of legal protection of new technologies and projects, copyright on discoveries and other intellectual property.;
Provides scientific guidance on the issues outlined in the thematic plan of the unit, formulates their final goals and expected results, and is directly involved in carrying out the most important work.;
monitors the fulfillment of the tasks stipulated in the plan, contractual obligations, as well as the quality of work performed by the department's specialists and co-executors;
At the same time, it ensures compliance with regulatory requirements, completeness and high-quality documentation, and compliance with the established procedure for its approval.;
approves and submits for consideration by the scientific (scientific and technical) Council of the Institute scientific reports on the work performed by the department;
provides practical application of research results, author supervision and technical assistance in their implementation.;
determines the need of the unit for equipment, materials and other resources necessary for carrying out work, takes measures to provide the unit with these resources, the safety of equipment, equipment and devices, and their rational use;
organizes work on patenting and licensing of scientific and technical achievements, registration of inventions and innovation proposals;
ensures an increase in the efficiency of the unit, a rational arrangement of employees, and takes measures to increase their creative activity.;
monitors the safe conduct of work, compliance with the order and standards of occupational safety and health;
participates in the selection of personnel, carries out work on their certification and assessment of activities, professional development;
determines the activities of the sectors (laboratories) that make up the unit, organizes and coordinates their work.
Must know:
legislative and other regulatory legal acts and scientific problems of the relevant field of knowledge, science and technology;
directions of development of the type of economic activity, guidance materials from higher authorities, domestic and foreign achievements on these issues;
the established procedure for organizing, planning and financing, conducting and implementing scientific research and development;
the procedure for concluding and executing contracts in the case of joint work with other organizations;
marketing, scientific equipment of the division, and the procedure for its operation;
the procedure for drawing up applications for inventions and discoveries, registration of scientific and technical documentation and applications for the purchase of devices, materials, and other scientific equipment;
research and development management systems;
current regulations on staff training and advanced training;
guidance materials on the organization of office work;
labor legislation, internal labor regulations, occupational safety and health, industrial sanitation, fire safety requirements.
Qualification requirements:
higher (or postgraduate) education in the relevant field of personnel training, an academic degree of doctor or candidate of sciences, the availability of scientific papers, experience in scientific and organizational work for at least 5 years.
