Joint Declaration between the Republic of Kazakhstan and the Republic of Turkey on cooperation in the field of combating terrorism

Joint Declaration of Astana on October 19, 2000

 The Republic of Kazakhstan and the Republic of Turkey (hereinafter referred to as the "Parties"), taking into account the growing scale of international terrorism, illicit trafficking in narcotic drugs, psychotropic substances and precursors, transnational organized crime and other threats to the stability and State security of the Parties; recognizing that the methods of terrorism, as well as its ideology, lead to violations of human rights, fundamental freedoms and democratic foundations of society, incitement of social, national, racial and religious discord, political extremism;      Recalling the existing international treaties concerning various aspects of the problem of international terrorism, UN resolutions and declarations, as well as the Protocol on Security Cooperation between the Ministry of Internal Affairs of the Republic of Kazakhstan and the Ministry of Internal Affairs of the Republic of Turkey dated September 26, 1992; emphasizing the need to take effective measures at both the bilateral and multilateral levels aimed at to prevent, combat and eliminate acts of terrorism in all its forms and manifestations, wherever and by whomever they are carried out.;      declare the following:       The parties strongly condemn as criminal and unjustifiable all acts, methods and practices of terrorism, no matter what goals - political, ideological, ethnic, religious - it pursues in its activities.      The parties emphasize the need to strengthen the existing mutual assistance between the two countries in the field of combating terrorism, and in order to give this cooperation concrete expression, they intend to create a group of experts from interested government agencies of the parties to hold regular meetings to exchange information and discuss necessary preventive measures.      The parties will most resolutely suppress terrorist acts in accordance with the norms of international law and will not allow the use of their territories to organize the execution of such acts or attempts to participate in them in any form, and will also strive to prevent terrorist groups and religious extremists from infiltrating and basing on their territory.      The Parties emphasize the need to take measures to prevent terrorist organizations from using banks and other financial organizations for the purpose of legalizing illegally obtained income, as well as organizing, inciting, facilitating, and financing terrorist activities.     The Parties confirm that the application of the provisions of this Declaration does not affect the rights and obligations of the Parties arising from other international treaties to which they are parties.
