Commentary to article 207. Responsibility of the owner for the debts of a state-owned enterprise and institution of the Civil Code of the Republic of Kazakhstan  

According to the commented article, a state-owned enterprise and institution are liable for their obligations only with the money at their disposal. Foreclosure on the remaining property of a state-owned enterprise and institution is not allowed, except in cases of liquidation of these entities.
