1. The registering authority shall refuse state registration of a political party on the grounds provided for by legislative acts of the Republic of Kazakhstan, as well as in case of violation of the procedure for the formation of a party established by law, inconsistency of the submitted documents, including its constituent documents and lists of party members, its structural divisions (branches and representative offices) with legislative acts of the Republic of Kazakhstan.

The registering authority refuses to register a structural subdivision (branch and representative office) of a political party on the grounds provided for by legislative acts of the Republic of Kazakhstan, as well as in case of violation of the procedure established by law for establishing a structural subdivision (branch and representative office), inconsistency of documents submitted for registration, including lists of party members with legislative acts of the Republic of Kazakhstan.

1-1. The number of violations found on the lists of members of a political party that do not affect the total number of party members provided for in paragraph 6 of Article 10 of this Law may not be grounds for refusal of state registration of a political party.

This paragraph does not apply to cases of violation of paragraphs 1, 2, 3 and 5 of Article 8 of this Law.

2. In case of refusal of state registration, a political party may re-submit to the registration authority the documents for its state registration after three months.

3. Refusal of state registration of a political party and registration of its structural subdivisions (branches and representative offices) may be appealed in court.
