Article 14. Biological risk management of the Law On Biological Safety of the Republic of Kazakhstan
1. Biological risk management is applied in order to reduce the likelihood of negative consequences of exposure to dangerous biological factors.
2. Biological risk assessment is an element of biological risk management and is a set of organizational, analytical and practical measures aimed at preventing the occurrence of negative consequences of exposure to dangerous biological factors, tools, methods, technologies, and services in various fields of activity related to the management of pathogenic biological agents.
3. Biological risk assessment is carried out in relation to the handling of pathogenic biological agents, potentially dangerous biological objects, epidemic and epizootic foci of infectious and (or) parasitic diseases and potentially the focal area.
Biological risk assessment is divided into external and internal.
4. An external assessment of biological risks is carried out by government agencies within the established competence.
Government agencies have the right to involve their subordinate organizations to conduct an external assessment of biological risks.
5. An internal assessment of biological risks is carried out by entities engaged in the management of pathogenic biological agents in relation to their own activities in the management of pathogenic biological agents.
6. Biological risk assessment is carried out in accordance with the biological risk management methodology. The methodology of biological risk management is being developed, among other things, taking into account the scientific and methodological base and should provide for the gradation of biological risks by their levels.
7. The results of the biological risk assessment, depending on their level, should be used to develop measures to reduce biological risk to an acceptable level. its level, which provides conditions for the protection of the population and the protection of individual components of the natural environment from the effects of dangerous biological factors.
8. Control over the effectiveness of biological risk mitigation measures, as well as the effectiveness of internal biological risk assessment, is carried out in accordance with the biological risk management methodology.
9. Depending on the level of biological risk, authorized state bodies, within their competence, develop mandatory requirements for entities handling pathogenic biological agents.
The Law of the Republic of Kazakhstan dated May 21, 2022 No. 122-VII SAM.
This Law defines the legal basis of state regulation in the field of biological safety of the Republic of Kazakhstan and is aimed at preventing biological threats.
