Article 2-1. Purpose, objectives and principles of regulation in the field of rehabilitation and bankruptcy The Law on Rehabilitation and Bankruptcy
1. The purpose of regulation in the field of rehabilitation and bankruptcy is to ensure a balance of interests of the debtor and the creditor by determining the procedure for debt restructuring, rehabilitation procedure and recognition of the debtor as bankrupt, liquidation of the debtor without initiation of bankruptcy proceedings.
2. Regulation in the field of rehabilitation and bankruptcy is based on the following principles:
1) legality in the implementation of rehabilitation and bankruptcy procedures in accordance with the legislation of the Republic of Kazakhstan;
2) fairness in the implementation of rehabilitation and bankruptcy procedures;
3) openness and good faith in the conduct of rehabilitation and bankruptcy procedures.
3. The objectives of regulation in the field of rehabilitation and bankruptcy are:
1) protection of the rights of the debtor and creditors;
2) ensuring maximum satisfaction of creditors' claims;
3) ensuring state control over compliance with the legislation of the Republic of Kazakhstan on rehabilitation and bankruptcy;
4) state regulation in the field of rehabilitation and bankruptcy.

This Law regulates public relations arising from the debtor's inability to satisfy creditors' claims in full, establishes the grounds for applying debt restructuring procedures, rehabilitation procedures and declaring the debtor bankrupt, liquidating the debtor without initiating bankruptcy proceedings, and also defines the procedure and conditions for their conduct.
