Article 67. Registration of persons in need of housing and provision of housing from the housing stock of State institutions and State-owned enterprises of the Housing Relations Act

1. State institutions and state-owned enterprises shall maintain lists of persons in need of housing and publish on their Internet resources lists of persons registered in need of housing and lists of persons who have received housing from the housing stock of state institutions and state-owned enterprises over the past twenty-four months, indicating the date of their registration as needy in the dwelling.

Public housing provided to civil servants, employees of budgetary organizations, military personnel, candidates for cosmonauts, cosmonauts, employees of special state and law enforcement agencies, as well as persons holding public elected positions, except for housing rented from a private housing fund, is equivalent to official housing.

2. Dwellings from the housing stock of state institutions shall be provided for use by employees of these institutions who need housing in a given locality, with the exception of the cases provided for in paragraphs 4, 5, 6 and 7 of this Article.

Dwellings from the housing stock of state institutions established for the purpose of implementing active measures to promote employment are provided to citizens of the Republic of Kazakhstan, to persons participating in active measures to promote employment, in accordance with the legislation of the Republic of Kazakhstan, civil protection authorities on social protection.

A prerequisite for the provision of housing from the housing stock of state institutions established to implement active measures to promote employment to citizens of the Republic of Kazakhstan, persons participating in active measures to promote employment, in accordance with the legislation of the Republic of Kazakhstan, civil protection authorities on social protection is the absence of a home by right of ownership at a new place of residence, including their family members.

The dwellings provided by State institutions are official dwellings.

3. Dwellings from the housing stock of state-owned enterprises are provided for the use of employees of these enterprises and are equated to official dwellings.

4. Dwellings from the housing stock of state institutions are provided for use by civil servants of state bodies in need of housing in this locality, ensuring the activities of the President, the Chambers of Parliament, the Prime Minister and the Government of the Republic of Kazakhstan, civil protection bodies and those who do not have the right to operational management of detached property, as well as other persons designated by the President of the Republic of Kazakhstan.

5. Official dwellings from the departmental housing stock are provided for use by civil servants in need of housing in a given locality, appointed to a position on a rotating basis, for the period of their official duties.

6. Official dwellings of the housing stock of state institutions of national security bodies and internal affairs bodies of the Republic of Kazakhstan in this locality, which are not subject to privatization, are provided for the period of service (employment relations) to employees (employees) recognized as needing housing and who are, respectively, in the personnel of national security bodies and internal affairs bodies of the Republic of Kazakhstan, civil protection.

7. Housing from the housing stock of a communal state institution in the field of accounting and maintenance of the housing stock of the capital is provided for use by civil servants and employees of budgetary organizations in need of housing in this locality.
