On approval of the Rules and conditions for the implementation of the adaptation program for first grade students with the Kazakh language of instruction who need additional language support

In accordance with subparagraph 42-1) of Article 5 of the Law of the Republic of Kazakhstan "On Education", I ORDER:

     1. To approve the attached Rules and Conditions for the implementation of the adaptation program for first grade students with Kazakh language of instruction who need additional language support.

     2. The Committee of Secondary Education of the Ministry of Education of the Republic of Kazakhstan, in accordance with the procedure established by the legislation of the Republic of Kazakhstan, shall ensure:

     1) the state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

     2) posting of this order on the Internet resource of the Ministry of Education of the Republic of Kazakhstan after its official publication;

     3) within ten working days after the state registration of this order with the Ministry of Justice of the Republic of Kazakhstan, submit to the Legal Department of the Ministry of Education of the Republic of Kazakhstan information on the implementation of measures provided for in subparagraphs 1) and 2) of this paragraph.

     3. Control over the execution of this order is entrusted to the First Vice Minister of Education of the Republic of Kazakhstan.

     4. This order shall enter into force upon the expiration of ten calendar days after the date of its first official publication.

Rules and conditions for the implementation of an adaptation program for first-grade students in the Kazakh language of instruction who need additional support for the language of instruction

Chapter 1. General provisions

     1. These Rules and Conditions for the implementation of an adaptation program for first-grade students in the Kazakh language of instruction who need additional language support have been developed in accordance with subparagraph 42-1) of Article 5 of the Law of the Republic of Kazakhstan "On Education" and define the procedure and conditions for the implementation of an adaptation program for first-grade students in the Kazakh language of instruction who need additional support for the language of instruction (hereinafter referred to as the Adaptation Program).

     2. The adaptation program is implemented by teachers who know the methods of teaching Kazakh as the language of instruction within the framework of the state mandatory standard of primary education, approved by the Order of the Minister of Education of the Republic of Kazakhstan dated August 3, 2022 No. 348 "On approval of the state mandatory standards of preschool education and training, primary, basic secondary and general secondary, technical and vocational, post-secondary education" (registered in the Register of State Registration of Regulatory Legal Acts under No. 29031).

     3. The adaptation program is implemented through extracurricular activities or classroom hours using real-life communicative situations aimed at developing practical communication skills (in the organization of secondary education, family and public places).

     4. Classes are held in accordance with the Order of the Minister of Education of the Republic of Kazakhstan dated February 24, 2026 No. 47-NK "On approval of the adaptation program for first-grade students in the Kazakh language of instruction who need additional language support."

     5. The educational organization ensures that parents or other legal representatives of students are informed about:

     1) the goals, objectives and content of the Adaptation Program;

     2) the procedure and conditions for the implementation of the Adaptation Program;

     3) the results of the students' development of the Adaptation Program.

     Informing parents or other legal representatives of the student is carried out through parent meetings, consultations, as well as other forms of interaction that do not contradict the legislation of the Republic of Kazakhstan.

Chapter 2. The procedure for implementing the Adaptation Program

     6. The adaptation program is introduced by:

     1) the application of the parents or other legal representatives of the student;

     2) recommendations of the teacher with the written consent of the parents or other legal representatives.

     7. Parents or other legal representatives of the student submit a written application addressed to the head of the secondary education organization.

     The head of the secondary education organization reviews the application of the student's parents or other legal representatives and within three (3) business days brings the decision to the attention of the student's parents or other legal representatives.

     8. The teacher monitors the adaptation of first-grade students to the educational process by assessing their understanding and skills of oral, written speech (primary, basic, intermediate) using simple communication tasks.

     9. When identifying a student in need of additional language support, the teacher:

     1) makes a written recommendation on the possibility of enrolling a student in an Adaptation program;

     2) brings this recommendation to the attention of the student's parents or other legal representatives.

     10. Based on the results of consideration of applications from parents or other legal representatives of students, as well as recommendations from teachers (with the written consent of parents or other legal representatives of students), a list of students to be enrolled in the Adaptation Program is formed and approved by order of the head of the secondary education organization.

     11. The adaptation program is implemented during the relevant academic year in accordance with the plan and schedule approved by the head of the secondary education organization.

     12. The decision on early termination of the student's participation in the Adaptation Program before the end of the academic year is made at the request of the student's parents or other legal representatives.

     13. The organization of secondary education, based on the application of the student's parents or other legal representatives, issues an order for the early termination of the student's participation in the Adaptation Program.

Chapter 3. Conditions for the implementation of the Adaptation Program

     14. The adaptation program is carried out subject to the following conditions::

     1) availability of an approved list of students enrolled in the Adaptation Program;

     2) availability of a plan and schedule for the implementation of the Adaptation Program, approved by the order of the head of the secondary education organization;

     3) creating a favorable educational environment conducive to the development of students' communication skills;

     4) the use of educational and methodological materials that correspond to the goals and objectives of the Adaptation Program;

     5) interaction of teachers with parents or other legal representatives of students on the implementation of the Adaptation Program.
