On the signing of a Memorandum between the Governments of the Shanghai Cooperation Organization member States on cooperation in combating climate change

Resolution of the Government of the Republic of Kazakhstan dated August 28, 2026 No. 779

 

THE Government of the Republic of Kazakhstan DECIDES:

     1. To approve the attached draft Memorandum between the Governments of the Shanghai Cooperation Organization member States on cooperation in combating climate change.

     2. To authorize Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kyrgyz Republic Abylkair Baktybaevich Skakov to sign on behalf of the Government of the Republic of Kazakhstan a Memorandum between the Governments of the member States of the Shanghai Cooperation Organization on cooperation in combating climate Change, authorizing amendments and additions that are not fundamental.

     3. This resolution shall enter into force from the date of its signing.

Memorandum between the Governments of the Shanghai Cooperation Organization member States on cooperation in combating climate change

     The Governments of the member States of the Shanghai Cooperation Organization (SCO), hereinafter referred to as the Participants,

     Intending to develop cooperation in responding to the challenges of climate change,

     Recognizing that climate change is one of the most important global problems, the solution of which requires joint approaches by all members of the international community,

     Emphasizing the importance of following the principles set out in the United Nations Framework Convention on Climate Change (hereinafter referred to as the UN) and the Paris Agreement thereto, including the principle of equity and the principle of common but differentiated responsibilities and respective capabilities, taking into account different national circumstances.;

     Noting the importance of joint efforts aimed at combating climate change, including through reducing and absorbing greenhouse gas emissions, as well as taking measures to adapt to climate change, while recognizing that sustainable development and poverty eradication remain top priorities for developing countries;

     Guided by the SCO Charter of June 7, 2002 and the Treaty on Long–term Good-Neighborliness, Friendship and Cooperation of the SCO Member States of August 16, 2007,

     Taking into account the Statement of the SCO Council of Heads of State on Responding to Climate Change dated September 16, 2022,

     Reaffirming the commitment to international obligations arising from the United Nations Framework Convention on Climate Change of May 9, 1992 and the Paris Agreement of December 12, 2015, as well as the intention to make a constructive contribution to the implementation of the global climate agenda, recognizing that enhanced international cooperation, including technology development and transfer and capacity-building, is essential to ensure effective actions to combat climate change;

     We have reached an understanding on the following:

Paragraph 1

     The objectives of this Memorandum are to strengthen regional cooperation in combating climate change and promoting sustainable development, increasing the resilience and adaptive capacity of Participants to the negative effects of climate change, as well as facilitating the exchange of best practices, knowledge and technologies related to climate change mitigation and adaptation.

Paragraph 2

     Within the framework of this Memorandum, the participants will cooperate in the following areas, depending on national circumstances, priorities and opportunities:

     exchange of experience in developing and implementing effective climate policies, including climate change mitigation and adaptation, including improving and modernizing climate-resilient infrastructure;

     exchange of experience in increasing the absorption or reduction of greenhouse gas emissions through the introduction of cost-effective low-emission technologies;

     exchange of experience in developing carbon markets and trading carbon units, where applicable;

     exchange of experience and best practices in assessing climate risks and the effectiveness of adaptation measures, developing and implementing adaptation plans;

     exchange of experience on strengthening the early warning system;

     development of human resources through training of specialists in the field of climate change by mutual agreement of the Participants;

     Exchange of views and, if necessary, coordinate the positions of the SCO member States on climate change issues within the framework of relevant multilateral platforms, including the United Nations Framework Convention on Climate Change (UNFCCC), the Intergovernmental Panel on Climate Change (IPCC) and the World Meteorological Organization (WMO).

     Cooperation within the framework of this Memorandum will be carried out, among other things, through seminars, forums, and round tables.

Paragraph 3

     Issues related to the implementation of this Memorandum will be considered at the meetings of the special working group of the SCO member States on climate change.

Paragraph 4

     Each of the Participants will independently bear the costs associated with the implementation of activities under this Memorandum.

     The participants will exchange experiences and best practices in the field of financing climate change mitigation and adaptation, as well as, if necessary, develop cooperation between developing countries and countries with economies in transition on climate change issues and within the framework of relevant international mechanisms to which the SCO member States are parties.

Paragraph 5

     Each of the Participants will appoint the competent authority(s) of their State responsible for the implementation of this Memorandum and inform the depositary thereof within 30 days from the date of signing this Memorandum. The Depository will send information about the competent authorities to other Participants.

     The Parties to this Memorandum will notify the depositary in writing within 30 days of the change in the competent authority(s).

Paragraph 6

     Amendments and additions may be made to this Memorandum by agreement of the Participants.

Paragraph 7

     In case of disputes and disagreements in connection with the application of this Memorandum, the Participants resolve them through consultations and negotiations.

Paragraph 8

     This Memorandum is concluded for an indefinite period and is applied from the date of its signing. After its entry into force, this Memorandum is open for accession by the SCO member States by submitting the instrument of accession to the depositary.

     Any of the Participants has the right to withdraw from this Memorandum by sending a written notification to the depositary at least 3 months before the expected withdrawal date. The Depositary shall notify the other Participants of such intention within 30 days from the date of receipt of the withdrawal notification.

Paragraph 9

     This Memorandum is not an international agreement and does not create rights and obligations governed by international law.

     This Memorandum does not affect the rights and obligations of the Parties arising from international treaties to which their States are parties.

Paragraph 10

     The SCO Secretariat is the depositary of this Memorandum, which will send its certified copy to the Participants within 30 days after signing this Memorandum.
