On signing a Memorandum of Understanding between the Governments of the Shanghai Cooperation Organization member States in the field of artificial intelligence

Resolution of the Government of the Republic of Kazakhstan dated August 29, 2026 No. 784

THE Government of the Republic of Kazakhstan DECIDES:

     1. To approve the attached draft Memorandum of Understanding between the Governments of the Shanghai Cooperation Organization member States in the field of artificial intelligence.

     2. To authorize Ambassador Extraordinary and Plenipotentiary of the Republic of Kazakhstan to the Kyrgyz Republic Abylkair Baktybaevich Skakov to sign on behalf of the Government of the Republic of Kazakhstan a Memorandum of Understanding between the Governments of the Shanghai Cooperation Organization member States in the field of artificial intelligence, authorizing amendments and additions that are not fundamental.

     3. This resolution shall enter into force from the date of its signing.

Memorandum of Understanding between the Governments of the Shanghai Cooperation Organization member States in the field of artificial intelligence

     The Governments of the member States of the Shanghai Cooperation Organization, hereinafter referred to as the Parties,

     Guided by the universally recognized principles and norms of international law enshrined in the Charter of the United Nations, as well as the purposes and principles of the Charter of the Shanghai Cooperation Organization of June 7, 2002,

     Guided by the Statement of the Council of Heads of State of the Shanghai Cooperation Organization on further Deepening international cooperation in the field of artificial intelligence, adopted on September 1, 2025 at the Organization's summit in Tianjin,

     Aware that the development of artificial intelligence technologies has a significant impact on the economies of countries and the well-being of citizens,

     Emphasizing the importance of strengthening international cooperation in the field of artificial intelligence in order to obtain mutual benefits, as well as reduce potential risks associated with its development and application,

     Reaffirming their commitment to developing cooperation in the field of artificial intelligence based on respect for the sovereignty of the States of the Parties, their national interests and legislation,

     Based on the need to promote the safe and human-centered development and expansion of the use of artificial intelligence technologies,

     Bearing in mind that this Memorandum concerns the interaction of the Governments of the member States of the Shanghai Cooperation Organization exclusively in the civilian sphere and does not apply to the use of artificial intelligence for military purposes.,

     We have come to an understanding on the following:

     1. The objectives of this Memorandum are:

     Deepening cooperation between the Parties in the field of artificial intelligence, including through the implementation of the Shanghai Cooperation Organization's Development Strategy until 2035 and the Roadmap for the implementation of the Shanghai Cooperation Organization's Cooperation Program for the Development of Artificial Intelligence.;

     establishing a dialogue and coordinating the approaches of the Parties on the development, implementation and application of trustworthy artificial intelligence technologies for civilian purposes;

     creating conditions for the exchange of experience, knowledge and best practices in the field of artificial intelligence;

     encouraging the use of the potential of artificial intelligence in the interests of sustainable socio-economic development and improving the quality of life of the population.

     2. Cooperation under this Memorandum is based on the following principles::

     respect for the sovereignty of States, as well as their independence, equality and mutual benefit;

     consideration of different levels of economic, technological and institutional development of the States of the Parties;

     ensuring a balance between the development of artificial intelligence technologies and the need for their safe use;

     cooperation is focused on the benefit of humanity and society, and the desire to promote the development of artificial intelligence in the direction of greater openness, universal access, inclusivity and equity.

     3. The Parties will promote cooperation in the following main areas on a voluntary basis and in accordance with their national priorities and capabilities:

     exchange of experience, knowledge and best practices in the development, implementation and application of trustworthy artificial intelligence technologies, including in the field of artificial intelligence science;

     voluntary exchange of best practices in the field of artificial intelligence technology development and methodological materials;

     conducting high-level scientific conferences on artificial intelligence;

     strengthening cooperation in the field of artificial intelligence infrastructure, including the exchange of information on ongoing initiatives and projects;

     encouraging participation in joint initiatives aimed at the development and application of artificial intelligence technologies, including in the field of artificial intelligence science;

     support discussions on approaches to international cooperation in the field of artificial intelligence and the development of guidelines tailored to national priorities and needs;

     to promote the training of personnel in the field of artificial intelligence, including through the development of interuniversity relations and academic exchanges, the creation of joint educational programs, joint educational and scientific events, as well as encouraging the training of specialists, taking into account national priorities and needs of the Parties.

     4. Recognizing the need to maintain a balance between the development of artificial intelligence technologies and ensuring their safe use, the Parties will:

     to share experiences and approaches on ensuring the safe development and application of artificial intelligence technologies, including in the field of artificial intelligence science;

     promote consideration of potential risks and challenges related to the development and use of artificial intelligence, in accordance with national legislation;

     To promote the development of scientifically based reliable guidelines for the security of artificial intelligence, consistent with the national legislation of the member States of the Shanghai Cooperation Organization, in order to jointly counter emerging threats resulting from the operation of artificial intelligence systems.;

     to cooperate in this area without establishing mandatory uniform regulatory standards.

     5. The parties will promote cooperation and exchange of views on artificial intelligence issues within the framework of international organizations and multilateral initiatives, including the United Nations, including in accordance with the Shanghai Cooperation Organization Development Strategy until 2035, as well as on the basis of previously agreed positions of the Shanghai Cooperation Organization member States.

     6. The interaction of the Parties within the framework of this Memorandum will be carried out in the following forms::

     conducting consultations, working meetings and meetings;

     organization of conferences, forums, seminars and other joint events;

     creation of expert and working groups;

     exchange of information and analytical materials;

     other forms of cooperation agreed by the Parties.

     7. This Memorandum is not an international agreement, does not create rights and obligations governed by international law, and does not impose financial obligations on the Parties.

     8. Each Party shall independently bear the costs associated with the implementation of this Memorandum, except in cases where the Parties have agreed on other conditions in specific circumstances, and such conditions must comply with the domestic legislation of each of the States of the Parties.

     9. All disagreements related to the interpretation and application of the provisions of this Memorandum are resolved by the Parties through negotiations and consultations.

     The depositary of this Memorandum is the Secretariat of the Shanghai Cooperation Organization, which will send certified copies to the Parties.

     By mutual agreement of the Parties, amendments and additions may be made to this Memorandum, formalized in separate protocols, which are an integral part of this Memorandum.

     This Memorandum is applied from the date of its signing.

     Signed in Bishkek "___" __________________ 2026 in one original copy in Russian and Chinese, both texts being authentic.
