On the signing of the Declaration of the Republic of Kazakhstan regarding the postponement of the implementation of its obligations under article 24 of the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment
Decree of the President of the Republic of Kazakhstan dated November 30, 2009 No. 896
I DECREE:
1. To approve the attached draft Statement of the Republic of Kazakhstan regarding the postponement of the implementation of its obligations under article 24 of the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
2. Kanat Bekmurzaevich Saudabayev, Secretary of State and Minister of Foreign Affairs of the Republic of Kazakhstan, should sign on behalf of the Republic of Kazakhstan the Declaration of the Republic of Kazakhstan regarding the postponement of its obligations provided for in article 24 of the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment.
3. The Ministry of Foreign Affairs of the Republic of Kazakhstan shall ensure that the signed Application is deposited with the Secretary-General of the United Nations.
4. This Decree shall enter into force from the date of signing.

Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment
In accordance with paragraph 1 of article 24 of the Optional Protocol to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, the Republic of Kazakhstan hereby declares the postponement of the implementation of its obligations under part IV of this Optional Protocol.
