About the penitentiary system of the Republic of Kazakhstan

Decree of the President of the Republic of Kazakhstan dated July 26, 2011 No. 129

In order to improve the penitentiary system of the Republic of Kazakhstan

I DECREE:      

1. The Government of the Republic of Kazakhstan shall ensure: 1) transfer to the Ministry of Internal Affairs of the Republic of Kazakhstan the functions and powers of the Ministry of Justice of the Republic of Kazakhstan in the field of penal enforcement activities, including the detention of persons suspected and accused of committing crimes, and the execution of criminal penalties against convicts serving sentences in pre-trial detention facilities; 2) formation of the Committee of the Penal Enforcement System of the Ministry of Internal Affairs of the Republic of Kazakhstan;      3) abolition of the Committee of the Penal Enforcement System of the Ministry of Justice of the Republic of Kazakhstan; 4) transfer to the Ministry of Internal Affairs of the Republic of Kazakhstan the staffing of the state body specified in subparagraph 3) paragraph 1 of this Decree; 5) development and submission to the Majilis of the Parliament of the Republic of Kazakhstan of draft laws arising from this Decree; 6) taking other measures to implement of this Decree.      

2. Control over the implementation of this Decree is entrusted to the Administration of the President of the Republic of Kazakhstan.      

3. This Decree shall enter into force from the date of signing.
