1. The degree of secrecy of information constituting state secrets must correspond to the severity of the damage that has been or may be caused to the national security of the Republic of Kazakhstan or to the interests of government agencies and organizations as a result of the dissemination of such information.

2. Three degrees of secrecy of information constituting state secrets are established, and the secrecy labels corresponding to these degrees for the carriers of the specified information: "of special importance", "top secret" and "secret".

Information constituting a state secret is classified as "of special importance" and "top secret."

Information constituting an official secret is classified as classified.

The use of the listed security labels to classify information that is not classified as state secrets, as well as the assignment of other restrictive labels to the specified information, is not allowed.

The Law of the Republic of Kazakhstan dated March 15, 1999 N 349-1.

This Law defines the legal framework and a unified system for the protection of state secrets in the interests of ensuring the national security of the Republic of Kazakhstan, regulates public relations arising in connection with the classification of information as state secrets, their classification, disposal, protection and declassification.
