The following basic concepts are used in this Law:

1) unclassified shipments – shipments with restrictive labels "For official use", "Government", "Official", "Confidential", "Valuable";

2) secret shipments – shipments classified as "Of Special importance", "Top secret" and "Classified";

3) state courier service – a government courier service that provides reception, collection, processing, accumulation, armed protection, safety, escort, transportation and delivery of correspondence;

4) state courier services – activities related to receiving, collecting, processing, storing, carrying out armed protection, ensuring the safety, escort, transportation and delivery of correspondence;

5) authorized body – a state body performing the functions of an authorized body in relation to the state courier service;

6) courier route – the established order of an employee of the state courier service for the transportation and delivery of correspondence on interstate (intercity) and urban routes;

7) correspondence – secret and unclassified shipments (packages, postpackages, parcels, bundles, hardware) delivered to the addressee.

This Law regulates public relations related to the implementation by the State courier service of the Republic of Kazakhstan (hereinafter referred to as the State courier service) of activities in the provision of state courier services, defines the legal and organizational foundations of such activities, as well as social guarantees for employees of the state courier service and their family members.
