Article 11. Financing the construction and operation of social, transport and engineering infrastructure facilities for individual residential development of the Law on Individual Housing Construction
Financing of the construction and operation of social, transport and engineering infrastructure facilities designed to serve the territory of individual residential development, as well as the costs of developing engineering support sources are made from budgetary funds, funds from enterprises, organizations, as well as other sources not prohibited by the legislation of the Republic of Kazakhstan. The attraction of funds from individual developers is carried out only on a voluntary basis.
The amount of costs is determined taking into account the construction of cultural and consumer services facilities for the population not lower than the minimum standards for a given area and in proportion to the number of individual and other developers.
The creation of additional elements of social and engineering infrastructures (in comparison with regulatory ones) and the implementation of higher standards of service for residents can be financed at the expense of population groups and individual citizens.
The engineering arrangement of territories within the estate, housing and other buildings, as well as the operation, repair and reconstruction (modernization) of these facilities is carried out at the expense of developers.

The purpose of this Law is to create a legal framework for regulating relations between the state, local executive bodies and citizens of the Republic of Kazakhstan who act as developers (owners) of individual residential buildings in order to implement the constitutional right to housing.
