Article 5-6. Competence of the central executive body in the field of housing relations and housing and communal services The Law on mortgage of Real Estate
The Central executive body in the field of housing relations and housing and communal services in order to implement state support measures to improve housing conditions:
1) subsidizes part of the interest rate on mortgage housing loans through quasi-public sector entities;
2) subsidizes the interest rate on loans issued by second-tier banks to private business entities for housing construction purposes through quasi-public sector entities;
3) develops and approves, in coordination with the central authorized body for budget planning, rules for subsidizing a portion of the interest rate on mortgage housing loans through quasi-public sector entities and a methodology for calculating the cost of services provided by a quasi-public sector entity;
4) develops and approves, in coordination with the central authorized body for budget planning, rules for subsidizing interest rates on loans issued by second-tier banks to private business entities for housing construction purposes through quasi-public sector entities and a methodology for calculating the cost of services provided by a quasi-public sector entity;
5) exercise other powers provided for by other laws of the Republic of Kazakhstan, acts of the President of the Republic of Kazakhstan and the Government of the Republic of Kazakhstan.".
