Article 1. Housing legislation of the Republic of Kazakhstan SECTION 1 Chapter 1. General provisions of the Law on Housing Relations
1. The housing legislation of the Republic of Kazakhstan regulates relations with the participation of citizens, legal entities, and government agencies related to:
1) the grounds for the emergence and termination of ownership of housing and the right to use them;
2) exercising the right to use apartments, non-residential premises, parking spaces, storerooms and receiving public utilities;
3) requirements for individual and multi-family residential buildings;
4) ensuring the safety and repair of housing funds;
5) control of state bodies over the observance of citizens' rights in the housing sector and the use of housing stock;
6) the specifics of housing provision for an employee of a law enforcement agency, a special state body, a civil protection body (with the exception of a cadet and (or) a student) and a military serviceman (with the exception of a conscript, a military serviceman serving in the reserve, a cadet and a cadet liable for military service, called up for military training).
7) the implementation of a national project to modernize the energy and utilities sectors.
2. Housing relations in the Republic of Kazakhstan are regulated by this Law, the norms of the Civil Code and other legislation of the Republic of Kazakhstan, issued in accordance with them.
3. Relations related to financing housing construction, development and expansion of housing stock are regulated by the relevant legislation of the Republic of Kazakhstan, taking into account the requirements established by this Law.
4. Accommodation (stay) in hotels, boarding houses, boarding schools, medical and social institutions (organizations) and other facilities of a similar purpose is regulated by the legislation of the Republic of Kazakhstan.
5. The laws of the Republic of Kazakhstan "On Public Procurement" and "On procurement of certain subjects of the quasi-public sector" do not apply if the owner of apartments, non-residential premises, parking spaces, storerooms is an organization with the participation of the state, to the legal relations regulated by this Law in terms of payment:
1) current contributions;
2) cumulative contributions;
3) Targeted contributions;
4) current contributions for the maintenance of parking spaces, storerooms.
