Article 16-10. Financing the activities of an authorized organization in the field of civil aviation The Law on the Use of the Airspace of the Republic of Kazakhstan and Aviation Activities
1. Financing of the activities of an authorized organization in the field of civil aviation is carried out at the expense of receipts of payments in the field of civil aviation, which must be sufficient to reimburse the costs of providing services, ensure break-even of its activities and finance from its own income.
1-1. An authorized organization in the field of civil aviation has the right to collect payments in the field of civil aviation in accordance with the procedure determined by the rules for collecting payments in the field of civil aviation.
2. The authorized organization in the field of civil aviation is obliged to ensure the openness of the budget to society and the media, including by publicly posting financial statements on the Internet resource of the authorized body in the field of civil aviation, as well as up-to-date and detailed information on expenditure items, the amount of which exceeds 100 times the monthly calculation index established by for the relevant financial year by the Law of the Republic of Kazakhstan on the republican budget.

This Law regulates public relations related to the use of the airspace of the Republic of Kazakhstan and aviation activities, and defines the procedure for the use of airspace and aviation activities in order to protect human life and health, the environment, the interests of the state, ensure the safety of aircraft flights and meet the needs of the economy of the Republic of Kazakhstan, individuals and legal entities in aviation services.
