Article 31. Financing of cultural activities The Law on Culture
1. Financing of state cultural institutions is carried out at the expense of budgetary funds and funds received from philanthropic activities and (or) sponsorship activities, and (or) patronage activities, and (or) activities to support a small homeland, and other funds used in accordance with the procedure established by the budget legislation of the Republic of Kazakhstan.
2. Financing of cultural organizations, with the exception of state cultural institutions, is carried out through the sale of services, funds from the founders and other sources not prohibited by the legislation of the Republic of Kazakhstan.
2-1. Financing of creative unions is carried out in accordance with the legislation of the Republic of Kazakhstan on the state social order, the state order for the implementation of strategic partnership, grants and awards for non-governmental organizations in the Republic of Kazakhstan, as well as through philanthropic activities and (or) sponsorship activities, and (or) philanthropic activities.
2-2. Funds for the support of creative initiatives are financed from funds not prohibited by the laws of the Republic of Kazakhstan, with the exception of funds from the state budget.
3. Cultural development funds may attract non-governmental funds in accordance with the procedure provided for by the legislation of the Republic of Kazakhstan.

This Law regulates public relations in the field of creation, revival, preservation, development, dissemination and use of culture in the Republic of Kazakhstan and defines the legal, economic, social and organizational foundations of state policy in the field of culture.
