1. The technical condition and equipment of vehicles involved in road traffic must ensure road safety.

2. The obligation to maintain vehicles involved in road traffic in a technically sound condition is assigned to vehicle owners.

3. If the permitted maximum mass is set for the vehicle, the mass of the loaded vehicle must not exceed the permitted maximum mass.

4. Any cargo must be placed and, if necessary, secured to the vehicle in such a way that it:

1) did not endanger people or damage public or private property;

2) did not restrict visibility and visibility, did not disrupt the stability of the vehicle and did not make it difficult to control it;

3) did not cover external lighting devices, including brake lights and turn indicators, reflective devices, state registration license plates and the distinguishing sign of the state of registration, which should be on the vehicle, or did not cover hand signals;

4) did not create inconveniences that could be avoided.

5. After making changes to the design of a registered vehicle, including the design of its components, additional equipment, spare parts and accessories that affect road safety, it is necessary to re-confirm compliance in accordance with the procedure established by the legislation of the Republic of Kazakhstan in the field of technical regulation.

6. The design, technical condition and equipment of vehicles involved in road traffic must meet the following basic requirements related to road safety:

1) the presence in the vehicle of a braking system, steering, rear-view mirrors, sound signal, chassis, lighting devices that ensure road safety;

2) ensuring sufficient visibility and visibility to drive the vehicle safely;

3) availability of mechanisms, items of additional equipment and fixtures of the vehicle, eliminating the risk of harm to human life and health and the environment;

4) ensuring the reduction of danger to passengers and other road users in the event of a traffic accident.

7. Emissions into the environment produced by vehicles during their operation must not exceed the permissible level established by technical regulations in the field of environmental protection.

This Law establishes the legal basis and general conditions for the functioning of road traffic and ensuring its safety in the Republic of Kazakhstan.
