Article 2. Legislation of the Republic of Kazakhstan on the procedure for organizing and holding peaceful assemblies The Law on the Procedure for Organizing and Holding Peaceful Assemblies in the Republic of Kazakhstan

      1. The legislation of the Republic of Kazakhstan on the procedure for organizing and holding peaceful assemblies is based on the Constitution of the Republic of Kazakhstan and consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.  

     2. The right to freedom of peaceful assembly may not be restricted, except in cases established by this Law in the interests of State security, public order, health protection, and the protection of the rights and freedoms of others.

     3. It is prohibited to hold meetings, rallies, demonstrations, marches and picketing in violation of this Law.

      4. Upon the introduction of a state of emergency, martial law or the legal regime of an anti-terrorist operation for the period of their operation, peaceful assemblies may be prohibited or restricted in accordance with the procedure established by the laws of the Republic of Kazakhstan "On a state of emergency", "On Martial Law" and "On Countering Terrorism".  

     5. This Law does not apply to public relations related to indoor events, official, cultural, entertainment, mass cultural, physical culture, recreation and sports events, meetings and gatherings of local communities, meetings of apartment owners, non-residential premises of an apartment building, as well as worship services, religious rituals, ceremonies and (or) meetings, the order of which is determined by the laws of the Republic of Kazakhstan "On holidays in the Republic of Kazakhstan", "On Culture", "On Physical culture and Sports", "On local government and self-government in the Republic of Kazakhstan", "On housing relations", "On religious activities and religious associations".

     6. If an international treaty ratified by the Republic of Kazakhstan establishes rules other than those contained in this Law, the rules of the international treaty shall apply.
