Article 3. The main purpose, objectives and principles of this Law are the Law on the Procedure for Organizing and Holding Peaceful Assemblies in the Republic of Kazakhstan.
1. The main purpose of this Law is to regulate public relations aimed at the realization of the right of citizens of the Republic of Kazakhstan, established by the Constitution of the Republic of Kazakhstan, to peacefully assemble and hold meetings, rallies and demonstrations, marches and picketing.
2. The main objectives of this Law are:
1) citizens' realization of their rights and legitimate interests;
2) ensuring the safety of citizens and maintaining public order during events;
3) provision of conditions for organizing and holding meetings, rallies, demonstrations, marches and picketing.
3. The basic principles of this Law are:
1) the non-violent nature of the organization and conduct of peaceful assemblies;
2) legality;
3) ensuring state security, public order, health protection, protection of the rights and freedoms of others;
4) voluntary participation;
5) the presumption in favor of holding peaceful assemblies;
6) responsibility of the parties
