Article 20. Preparation for senior positions On the Civil Service of the Republic of Kazakhstan
1. Training for senior positions shall involve study on a Master’s degree programme funded by the state educational commission at educational institutions under the President of the Republic of Kazakhstan.
2. A citizen of the Republic of Kazakhstan who has completed training for entry-level positions as part of the early career guidance programme and has fulfilled their obligation to serve in the civil service following the completion of that training may be enrolled on a training programme designed to prepare them for senior positions.
A citizen of the Republic of Kazakhstan shall be prohibited from undertaking training for senior management positions in the cases referred to in paragraphs 2 and 3 of Article 21 hereof.
3. A citizen of the Republic of Kazakhstan shall acquire the status of a person undergoing training for senior civil service positions from the date of enrolment on a course and shall lose that status from the date of completion or termination of their studies as established by the rules governing preparation for entry into the civil service.
4. For the duration of the training programme, a person participating in training for senior management positions shall undertake to observe professional ethics and to avoid any conduct that would constitute grounds for refusal of appointment to the civil service.
Failure to observe the obligations set out in the first part of this paragraph shall result in the termination of studies and the reimbursement of costs incurred by the state in funding those studies.
5. A citizen of the Republic of Kazakhstan referred to in paragraph 2 of this Article who has completed training for senior management positions may hold a senior management position in central government bodies and executive bodies funded from the local budget, excluding elected public offices, pursuant to the procedure established by the competent authority.

Article 20. Probation period for admission to the civil service of the Law on Civil Service of the Republic of Kazakhstan
1. For citizens entering public service for the first time, a probation period is established in order to verify their compliance with their government positions. The condition for passing the probation period is provided for in the act of the state body on employment.
Citizens who were previously dismissed from public office based on the results of an assessment of their activities, probation, certification results, or for negative reasons and who re-enter public service, a probation period is mandatory.
There is no probation period for civil servants who have entered the political civil service, the administrative civil service of the "A" corps, and the elected akims.
For civil servants who have joined law enforcement and civil protection agencies, the probation period is established in accordance with the laws of the Republic of Kazakhstan.
2. The probation period does not include periods of absence of civil servants from work for valid reasons.
3. The probation period is three months.
In case of unsatisfactory result of the probation period, the probation period is extended for three months without repeated subsequent extension by decision of the official (body) having the right to appoint to a public position, or an official authorized by him.
The dismissal of a citizen based on the results of a probation period is carried out in coordination with the authorized body or its territorial subdivision.
3-1. When a citizen undergoing probation is appointed to another position without changing his functional duties, his probation period continues.
In case of appointment to a position with other functional responsibilities, a new probation period is established.
4. For the period of probation, including its extension, mentors are assigned to citizens who enter administrative public service for the first time.
This provision does not apply to citizens who apply for administrative government positions as heads of territorial divisions of central government bodies and their departments, regional executive bodies, executive bodies of cities of republican significance, the capital, funded from the local budget, district, city executive bodies, funded from the local budget.
5. The procedure and conditions for passing the probation period and the procedure for securing mentors are determined by the authorized body.
