Article 24. Procedure for convening a creditors' meeting The Law on Rehabilitation and Bankruptcy
1. The organization and holding of a creditors' meeting shall be carried out by the administrator, unless otherwise provided for in this paragraph.
When considering the issue of the removal of the rehabilitation manager, as well as the removal of the bankrupt manager and the simultaneous election of the bankrupt manager, the creditors' meeting is organized by the creditors' committee or the creditor who initiated such a meeting.
2. A creditors' meeting may be convened on the initiative of:
1) the debtor;
2) the administrator;
3) the creditors' committee;
4) creditors whose claims amount to at least ten percent of the total amount of creditors' claims included in the register, or at least ten percent of the total number of creditors.

This Law regulates public relations arising from the debtor's inability to satisfy creditors' claims in full, establishes the grounds for applying debt restructuring procedures, rehabilitation procedures and declaring the debtor bankrupt, liquidating the debtor without initiating bankruptcy proceedings, and also defines the procedure and conditions for their conduct.
