1. Places equipped with special certified devices designed to collect parking fees and record the parking time of vehicles are determined by local executive bodies of regions, cities of republican significance and the capital.

2. Parking in the places provided for in paragraph 1 of this Article shall be carried out in accordance with the rules of parking in places equipped with special certified devices designed to collect parking fees and take into account the parking time of vehicles, and the pricing approved by local executive bodies of regions, cities of republican significance and the capital.

3. Special certified devices designed to collect parking fees and record the parking time of vehicles must comply with the requirements of the legislation of the Republic of Kazakhstan in the field of technical regulation.

4. Parking in places equipped with special certified devices designed to collect parking fees and keep track of the parking time of vehicles is prohibited without payment, except for the cases provided for in parts two and three of this paragraph and the parking rules in places equipped with special certified devices designed to collect parking fees and keep track of parking time. vehicles.

Vehicles are exempt from parking fees in the places provided for in paragraph 1 of this Article on the basis of an appropriate supporting document.:

1) veterans of the Great Patriotic War, veterans of military operations on the territory of other states, veterans who are equal in benefits to veterans of the Great Patriotic War, veterans of labor;

2) persons with disabilities of the first or second group, legal representatives of a child with a disability;

3) mothers with many children who were awarded the "Altyn alka", "Kumis alka" pendants or who previously received the title of "Mother Heroine", as well as those awarded the "Maternal Glory" orders of the first or second degree;

4) citizens affected by nuclear tests at the Semipalatinsk Nuclear test site;

5) owners of electric vehicles.

Vehicles of operational and special services with blue and (or) red flashing lights are also exempt from parking charges in the places provided for in paragraph 1 of this article.

5. Control over the observance of parking rules in places equipped with special certified devices designed to collect parking fees and take into account the parking time of vehicles is carried out by local executive bodies of regions, cities of republican significance and the capital.
