1. Legislation on mass media is based on the Constitution of the Republic of Kazakhstan, consists of this Law and other regulatory legal acts of the Republic of Kazakhstan.

2. If an international treaty ratified by the Republic of Kazakhstan establishes rules other than those contained in this Law, the rules of the international treaty shall apply.

3. The legal relations regulated by this Law regarding the placement of a state order for the implementation of state information policy at the national and regional levels are not subject to the legislation of the Republic of Kazakhstan on public procurement.

This Law regulates public relations in the field of mass media, establishes state guarantees of their freedom in accordance with the Constitution of the Republic of Kazakhstan.
