Article 17. Guarantees of human and civil rights and freedoms in ensuring national security of the Law on National Security of the Republic of Kazakhstan
1. The Republic of Kazakhstan, in accordance with legislation and international treaties, ensures the safety of every person and citizen on its territory. Citizens of Kazakhstan located outside the Republic of Kazakhstan are guaranteed protection and patronage by the State.
2. In ensuring national security, human and civil rights and freedoms may be restricted only by laws and only to the extent necessary to protect the constitutional order, protect public order, human rights and freedoms, and public health and morals. At the same time, these persons, in accordance with the procedure established by law, have the right to receive explanations from the relevant state bodies regarding the restriction of their rights and freedoms.
3. Officials who exceed their powers in ensuring national security shall bear the responsibility established by law.
4. State support is guaranteed to persons providing assistance in ensuring national security, including their legal protection in accordance with the legislation of the Republic of Kazakhstan.

This Law regulates legal relations in the field of national security of the Republic of Kazakhstan and defines the content and principles of ensuring the security of man and citizen, society and the state, the system, goals and directions of ensuring national security of the Republic of Kazakhstan.
