Article 219. The procedure for the import and export of human organs (parts of organs) and (or) tissues (parts of tissue), blood and its components Code on the Health of the People and the Healthcare System of the Republic of Kazakhstan

Article 219. The procedure for the import and export of human organs (parts of organs) and (or) tissues (parts of tissue), blood and its components Code on the Health of the People and the Healthcare System of the Republic of Kazakhstan

     1. Import into the territory of the Republic of Kazakhstan from non-member states of the Eurasian Economic Union and export from the territory of the Republic of Kazakhstan to these States of human organs (parts of organs) and (or) tissues (parts of tissues), blood and its components by healthcare organizations specified in paragraph 3 of Article 217 and paragraph 4 of Article 218 of this Code, are carried out on the basis of a license issued in accordance with the procedure established by the Law of the Republic of Kazakhstan "On Permits and Notifications", or an opinion (authorization document).

     2. The authorized body makes a decision within three working days to issue or refuse to issue a license for the import and export of human tissues (parts of tissues), blood and its components, and for the import and export of human organs (parts of organs) – within one working day.

     3. The decision to issue or refuse to issue an opinion (authorization document) for the import and export of human organs (parts of organs) and (or) tissues (parts of tissues), blood and its components in cases of placing human organs and tissues, blood and its components under customs procedures for processing in the customs territory, processing outside the customs territory or processing for domestic consumption and in the case of placement under the customs procedures of re-export and reimport in order to complete the customs procedures of processing in the customs territory, The authorized body accepts processing outside the customs territory and processing for domestic consumption within three working days.
