Article 25. Obligations of individuals and legal entities to prevent animal diseases, including diseases common to animals and humans Chapter 4. Prevention and elimination of animal diseases, including diseases common to animals and humans of the Veterinary Law

Article 25. Obligations of individuals and legal entities to prevent animal diseases, including diseases common to animals and humans  Chapter 4. Prevention and elimination of animal diseases, including diseases common to animals and humans of the Veterinary Law

     Individuals and legal entities are required to:  

     1) carry out veterinary and administrative and economic measures in compliance with veterinary (veterinary and sanitary) rules established by the legislation of the Republic of Kazakhstan in the field of veterinary medicine, ensuring the prevention of animal diseases and the safety of transported (transported) objects;  

     2) to keep, breed and use animals, including animals in zoos, circuses, apiaries, aquariums, in accordance with veterinary (veterinary and sanitary) rules and veterinary regulations;  

     3) maintain the territory, livestock facilities, as well as facilities for storing and processing feed, products and raw materials of animal origin in accordance with veterinary (veterinary and sanitary) rules and veterinary regulations, and prevent environmental pollution;  

     4) comply with zoohygienic and veterinary (veterinary and sanitary) requirements during the placement, construction, reconstruction and commissioning of facilities of state veterinary and sanitary control and supervision related to the maintenance, breeding, use, production, harvesting (slaughter), storage, processing and sale, as well as during transportation (movement) of displaced (transported) objects;  

     5) provide identification of farm animals;

     6) notify subdivisions of local executive bodies engaged in activities in the field of veterinary medicine, state veterinary organizations established by local executive bodies, and state veterinary and sanitary control and supervision bodies of:

     newly acquired animal(s), received offspring, its (their) slaughter and sale;

     In cases of death, simultaneous illness of several animals or their unusual behavior, and before the arrival of veterinary specialists, state veterinary and sanitary inspectors should take measures to isolate animals if they are suspected of being ill.;

     7) ensure timely vaccination and diagnosis of their animals to ensure veterinary and sanitary safety;

     8) excluded by the Law of the Republic of Kazakhstan dated January 17, 2014 No. 165-V (effective ten calendar days after the date of its first official publication);

     9) freely provide state veterinary and sanitary inspectors for veterinary inspection of the object being moved (transported);  

     10) comply with the acts of state veterinary and sanitary inspectors;

     11) to prevent the slaughter of animals for sale without pre-slaughter veterinary inspection and post-slaughter veterinary and sanitary examination of carcasses and organs;  

     11-1) carry out the slaughter of farm animals intended for subsequent sale at meat processing plants, slaughterhouses or slaughterhouses (slaughtering sites for farm animals);

     12) provide assistance to specialists in the field of veterinary medicine in the performance of their official duties in conducting veterinary events;

     12-1) quarantine animals;

     13) coordinate regulatory and technical documentation for new, improved veterinary drugs, for the production of food products, feed, feed additives with the authorized body.

 

The Law of the Republic of Kazakhstan dated July 10, 2002 No. 339.

This Law defines the legal, organizational and economic basis for carrying out activities in the field of veterinary medicine and is aimed at ensuring veterinary and sanitary safety.
